The Wafer That Wasn't: Can India Make Its Own Chips in Time?

$10 billion in incentives, three fab announcements, and one deadline that no one in Delhi is willing to say out loud.

A silicon wafer is the size of a large dinner plate, the thickness of a credit card, and worth about $20,000. Every phone in India, every car sold last year, every ATM, every drone, every UPI transaction, and every Chandrayaan lander needs one. India, in 2026, still imports nearly 100% of them.

The India Semiconductor Mission

Announced with $10 billion in incentives in 2021, ISM is the largest single industrial commitment India has made since the Green Revolution. Three fabs have been sanctioned — Tata-PSMC in Dholera, Micron in Sanand, and CG Power-Renesas in Sanand. First wafer roll-out from Dholera is scheduled for December 2026.

The 28nm question

Most of what India will initially produce is 28nm-node — the chips that go into cars, industrial equipment and IoT devices, not the latest smartphones. That is by design. The 3nm and 5nm race is a game played by TSMC and Samsung on tens of billions of dollars of margin. The 28nm market is a game India can win, and win first.

Talent is the real fab

You cannot conjure a semiconductor workforce. India needs to train an estimated 85,000 chip-design engineers and 65,000 fab technicians in the next four years. IITs and IISc have launched dedicated masters. Chandigarh and Hyderabad have set up "chip parks" adjacent to the fabs. The Skill India-Chip initiative is aiming at 250 ITIs by 2027. The pipeline is being built at the same pace as the pipes.

What will it take?

Water — 4 million litres per day per fab. Power — an uninterrupted 240 MW. Ultra-pure everything. And, most fragile of all, a decade of policy patience. Taiwan built TSMC on 30 years of consistent state backing across seven presidents. India has to compress that consistency into ten years. The question isn't whether we can. It's whether we'll stop looking at our watches long enough to let the wafer bake.
